So far, I have replaced the heater controls themselves (a/c still did not work on highest setting) I have also replaced the 3rd relay from the driver's side out on the firewall. There are many things that could cut out the compressor. WOT, high engine temp, high discharge pressure and low suction pressure. Your 1999 model has a different setup. Search for info. Very often the whole assembly has to be replaced. But again check to be sure that the Aux Fan is the culprit.
