I just want to add the comment that the default value for Oracle PCTFREE is 10% which I believe is analogous to a Postgres fillfactor of 90%. I think the reasons for Oracle PCTFREE 10 are very similar to Postgres fillfactor 90 - reduce fragmentation resulting from updates, keeping rows on the same page block.
